Vice Admiral John J. Grossenbacher (Ret.), Laboratory Director
Mr. Grossenbacher is a leader with a refined sense of strategy, an in-depth technical knowledge and a customer-oriented perspective. He is one of only a handful of officers in U.S. Navy history to be awarded both the Stockdale and David Lloyd Awards for Leadership Excellence. As commander of the United States submarine fleet, Mr. Grossenbacher led the successful integration and consolidation of the U.S. Navy's Atlantic and Pacific submarine forces. He is noted for his ability to build and lead multi-disciplinary teams, to meet complex science and technology challenges and to achieve success in developing and sustaining collaborative relationships with multiple stakeholders. He holds a bachelor's degree in chemistry from the U.S. Naval Academy, completed the management development program at the Harvard University School of Business, and earned a master's degree in international relations from Johns Hopkins University.
Mr. Juan Alvarez, Deputy Laboratory Director - Management
With 21 years of exemplary leadership and management providing facility and site support services for nuclear and non-nuclear facilities, Mr. Alvarez has demonstrated award-winning experience in facility management within a laboratory environment. In his INL role as deputy lab director for Management, he has overall leadership responsibility for effective implementation of major functional management and business transformation efforts. He holds a bachelor's degree in mathematics and secondary education from the University of Miami and a master's degree in industrial technology from the University of Idaho.
Dr. David Hill, Deputy Laboratory Director - Science & Technology
Dr. David J. Hill is deputy laboratory director for Science & Technology. An internationally acknowledged expert on nuclear reactor and fuel cycle issues, Dr. Hill has extensive experience in the area of international nuclear matters, working with the countries of both Western Europe and the former Soviet Union. He joined Idaho National Laboratory from Oak Ridge National Laboratory, where he was associate laboratory director, Energy and Engineering Sciences. Previously, Dr. Hill served at Argonne National Laboratory, where he was deputy associate laboratory director of Engineering Research, having held positions as director of the divisions of Reactor Analysis and Engineering, Reactor Engineering, and the International Nuclear Safety Center. He holds a bachelor's degree in mathematics and a doctorate in mathematical physics from Imperial College, London University, and an MBA from the University of Chicago.
Rear Admiral Art Clark (Ret.), Deputy Laboratory Director - Operations
With 39 years of experience in leadership and management of large nuclear operations, including six years for the U.S. Department of Energy at the Idaho National Engineering and Environmental Laboratory, Mr. Clark has demonstrated leadership and line-management accountability for safety with achievement of VPP Star Status at two U.S. Department of Energy facilities. A former rear admiral in the U.S. Navy, he received numerous honors and awards during his military career. Mr. Clark holds a master's degree in industrial management from George Washington University and a bachelor's degree in mechanical engineering/marine engineering/Navy architecture from the Virginia Polytechnic Institute.
Dr. J.W. (Bill) Rogers, Jr., Associate Laboratory Director - Energy & Environmental Science and Technology
With 28 years of experience in transferring basic research into application in both academic and laboratory environments, Dr. Rogers offers proven leadership in transforming organizations and major programs and in building new programs and initiatives. He helped create - with Pacific Northwest National Laboratory and the University of Washington - the Joint Institute of Nanotechnology, which included the first interdisciplinary nanotechnology Ph.D. program in the world. He received bachelor's and doctorate degrees in physical chemistry from the University of Texas at Austin and is a Fellow of the American Vacuum Society and the American Association for the Advancement of Science.
Dr. Phillip Finck, Associate Laboratory Director - Nuclear Science & Technology
Dr. Finck is an internationally recognized expert in advanced reactor and fuel cycle systems. He is noted for his technical leadership in reactor design and analysis, code development and validation, nuclear data, and more recently, in systems analysis. Prior to joining INL, he worked at Argonne National Laboratory, where he was the associate laboratory director for Applied Science and Technology. He received his doctorate in nuclear engineering at MIT in 1982, and earned an MBA from the University of Chicago. Dr. Finck is a Fellow in the American Nuclear Society.
Dr. KP Ananth, Associate Laboratory Director - National & Homeland Security Science and Technology
KP Ananth has over 26 years of experience in working with the Department of Energy, the Department of Defense and the Department of Homeland Security. His career has focused on research and development combined with technology commercialization. Through these efforts, he has developed major programs and trusted relationships within these agencies and strong collaborations with the national labs. As vice president for Homeland Security recently at Battelle, he was instrumental in developing key programs with the Science and Technology Directorate of DHS and in making Battelle a key provider. At INL, his current focus is on Critical Infrastructure Protection and Nonproliferation.
Mr. Gregory A. Gibbs, Project Director - Next Generation Nuclear Plant Project
Mr. Gibbs has over 38 years of experience in the nuclear and power generating industries and in the Nuclear Regulatory Commission. His experience has been gained through a wide range of engineering and management assignments in commercial nuclear power plants and in the Naval Nuclear Propulsion Program in naval shipyards. He has provided engineering and management consultation to commercial nuclear power generating companies and the Department of Energy. Mr. Gibbs has held senior management positions in engineering, project management and quality assurance in the Department of Defense and nuclear utilities. He earned a bachelor’s degree in mechanical engineering from the University of Washington. He is a graduate of Naval Nuclear Propulsion Program technical and plant operations courses and has completed course requirements for Senior Reactor Operator certification for boiling-water reactors.
Mr. Philip C. Hildebrandt, Special Assistant to the Laboratory Director, Prototype Reactors & Major Projects
Mr. Hildebrandt has over 39 years of experience in the nuclear and power generating industries. This experience has been gained through a wide range of engineering and management assignments. Recent experience includes providing engineering and management consultation to commercial utility, government and government contractor senior management in the development of advanced reactor concepts; in the recovery/restart, performance improvement, and safety management of reactor facilities and other nuclear/chemical facilities; and in the development and management of project and engineering organizations. A registered professional engineer, he earned a bachelor's degree in electrical engineering from Auburn University, received a certificate of completion from the Bettis Reactor Engineering School, and pursued graduate studies in electrical engineering at George Washington University.
Mr. David L. Kudsin, Director - Specific Manufacturing Capability
Mr. Kudsin has 25 years of operations, manufacturing and production engineering experience in the nuclear industry. As the director of Specific Manufacturing Capability at the Idaho National Engineering and Environmental Laboratory for eight years, he was recognized by the government for the Specific Manufacturing Capability's 100 percent as-shipped product quality performance.
Mr. Dwayne Coburn, Director - Facilities & Site Services
With several decades of experience in infrastructure, construction and engineering management, Dwayne Coburn brings valuable expertise to INL. A retired Naval officer with more than 20 years of service in the Naval Nuclear Propulsion program, Mr. Coburn recently held senior management positions in the facilities organization at Pacific Northwest National Laboratory. There, his responsibilities included design and construction of modern laboratories with funding from the Department of Energy's Office of Science, the National Nuclear Security Administration, the Department of Homeland Security and third-party investors. Prior to joining Battelle in 1999, he was the construction director at the Pantex Plant in Amarillo, Texas.
Ms. Karen Downer, Director - Environment, Safety and Health
Ms. Karen Downer has over 31 years of experience in developing, operating and continuously improving environment, safety, health and quality management systems. She served as UT-Battelle's ESH&Q director at Oak Ridge National Laboratory before joining Idaho National Laboratory in November 2007. At INL, she is responsible for managing the Environment, Safety and Health Directorate, including the lab’s Integrated Safety Management System. From 1976 until 1990, Ms. Downer worked for the Tennessee Valley Authority as an environmental engineer and as a nuclear fuel and fuel service contracts manager for TVA's nuclear program. From 1990-2007, she held various ESH&Q management positions with Lockheed-Martin, Martin Marietta Energy Systems, and UT-Battelle. Ms. Downer earned a bachelor's degree in engineering science and mechanics from the University of Tennessee in Knoxville, Tenn., and a master's degree in environmental systems engineering from Clemson University in Clemson, S.C.
Dr. Brian Sack, Director - Business Management and Chief Financial Officer
As a seasoned leader with 37 years of experience in management of administrative and business systems, Dr. Sack brings to INL an advanced technical degree and a broad set of experiences in national laboratory, research and development and military environments - including responsibilities as a principal investigator, a program sponsor, a research-and-development field customer - and the manager of research support services at two national laboratories prior to INL. He has a track record of verified, cost-effective achievements as well as the development of customer-oriented, effective services. He is an alumnus of the University of Idaho in Moscow.
Mr. Mark Holubar, Director - Human Resources & Diversity
With over 25 years of experience in human resources leadership positions in various corporations -- from small privately held organizations to several Fortune 500 corporations -- Mr. Holubar brings a strong background in HR and diversity to the INL team. His background of success involves all areas of human resources with an emphasis on leadership assessment and development, organizational assessment, talent assessment and recruiting, employee engagement, employee relations and strategic planning. Early in his career, Mr. Holubar also held leadership positions in operations management. In his position as the director of Human Resources and Diversity, he will lead the HR function through the transformation of Idaho National Laboratory to its vision to be the world's pre-eminent nuclear energy laboratory. Mr. Holubar holds a bachelor's degree in economics from the University of Wisconsin - Oshkosh.
Mr. John Lindsay, Director - Communications & Public Affairs
Mr. Lindsay's 35 years of communications, public affairs, media relations, legal and industrial development experience include government affairs assignments in Washington, D.C., South Carolina and Georgia. He has communications/public affairs experience in the Department of Energy complex and community development experience in the Tri-Cities of Washington and Aiken, S.C. Mr. Lindsay attended Gonzaga University School of Law and was engaged in law practice for 18 years.
Mr. Robert P. Miklos, Director - Project Management
Mr. Miklos has over 25 years of extensive experience in project management of large-scale and complex projects, nuclear facility start-up and testing activities, and disciplined operations of nuclear and non-nuclear facilities and integrated safety management. In the past seven years, he has led significant projects at Idaho National Laboratory, and the transformation and implementation of a project management system that will lead to achieving outstanding project management capability. Prior to joining INL, he gained 18 years of large-scale commercial construction and Department of Defense project experience. He holds an associate in science degree in engineering from Pennsylvania State University and a bachelor's of science degree from Old Dominion University. He is a certified Project Management Professional and is pursuing the Stanford Advanced Project Management certification.
Dr. Andrew C. Klein, Director - Educational Partnerships
With an exemplary 20-year teaching and administrative career with Oregon State University, Dr. Klein is a nationally and internationally recognized leader in nuclear engineering and health physics education. He most recently was the department head of the Department of Nuclear Engineering and Radiation Health Physics at Oregon State and director of the Oregon State Radiation Center. His research interests include nuclear system design for space and terrestrial applications, nuclear materials proliferation and reactor safety. He is an author on more than 80 technical publications. Dr. Klein is active on numerous national commissions, committees and panels and is a registered Professional Engineer.
Dr. Ralph Bennett, Director - International and Regional Partnerships
With 18 successful years as a principal investigator, manager and director at Idaho National Laboratory, Dr. Bennett has a wealth of experience in international and regional circles around INL. He currently serves as technical director for the Generation IV International Forum (GIF), a collaborative of 10 leading nations developing advanced nuclear energy systems. He has also facilitated a number of laboratory initiatives with the Regional Development Alliance, Idaho universities and the state of Idaho.
Dr. Harold Blackman, Director (acting) - Laboratory Integration
Dr. Blackman has over 25 years of experience in research management and human factors research and development. He is an internationally recognized expert in human reliability analysis, and has published extensively in the field. In 1997, he received the distinction of being named a Fellow of the Human Factors Society. He holds a bachelor's degree in biology, and a master’s and Ph.D. in educational psychology, all from Arizona State University.
Mr. Thomas Harrison, Director - Technology Transfer & Commercialization
Mr. Harrison has more than 35 years of general management, marketing, sales and sales management, and administrative experience in the high-tech industry. He has developed and implemented worldwide marketing and sales programs for several Fortune 500 companies. At Idaho National Laboratory, he has licensed over 300 technologies and helped create six spinout companies. He was a registered investment advisor and has strong experience in initiating, administering and implementing venture fund programs, having spent four years working on Wall Street for an investment firm. Mr. Harrison started three multimillion-dollar divisions for two multibillion-dollar high-tech corporations. He holds a bachelor’s degree in mathematics and history from the State University of New York at Albany, and an MBA from the University of South Florida.
Mr. Douglas P. Benson, Director - Audits
With 21 years of experience in internal audit and evaluation - and 12 years of experience in cost control, finance and procurement - Mr. Benson will assure compliance with the U.S. Department of Energy contractual requirements, and assist management in achieving organizational goals and objectives. As a Certified Government Auditing Professional and an MBA, he possesses the education and experience necessary to promote improvement through the assurance process.
Mr. Mark D. Olsen - General Counsel
Mr. Olsen brings more than 20 years of legal experience within the U.S. Department of Energy complex to the INL team as its General Counsel. He specializes in government contract law, litigation management, ethics, and corporate governance/compliance. Mr. Olsen is a member of the Idaho State Bar and Federal District Court of Idaho.
Mr. John J. (Jack) Lance, Director - Engineering Technical Authority
Mr. Lance has 35 years of experience in the commercial nuclear power industry across a broad spectrum of manufacturers, utilities, service providers and research and development organizations. His experience includes engineering management at Yankee Atomic Electric Company, extensive experience on large, complex nuclear and fossil technology programs for the Electric Power Research Institute (EPRI) and a 20-year association with the ASME Boiler and Pressure Vessel Code Committees. Mr. Lance is the founding director of EPRI's Nuclear Maintenance Applications Center and previous manager of the Plant Technology Program. He is recognized for his ability to establish collaborative programs with nuclear facilities and industry, both nationally and internationally.
